The Overseer: The Shepherd, the Sage, and the Sovereign of the World Union

It is the norm that the one granted the most Power within Society is also the Leader of the Society. Presidents, Dictators, Monarchs: they all possess the highest authority of Power in their Realm. What comes of this great power is the everlasting presence of Corruption and its malicious ability to taint and distort the Leader's original purpose. Strictly speaking, the Duty of the Leader is to provide for the People in the best possible capacity. They create the commands that dictate the allocation of a Society's skills and resources to achieve the Society's desired objective. When commands are set in absolute terms, it is the Law. When commands are set as guidelines, it is Policy. Ideally, the Law should and must reflect the general consensus of the People. It is what everyone in that Society agrees upon when following a Leader's command. Policy, however, reflects the principles and beliefs of the Leader in command. It is the Leader's Vision of what Society should become, and ideally, both the Policy and the Law would reflect the People's Beliefs and Consent to Power respectively. The Law represents the Absolute, Fundamental Idea held within All People in a Society. The Policy represents the Thoughts, Emotions, and Morality of the People at the time. It is the Duty of the Leader to enforce these Universal Commands that is Law and to pursue these Principle Commands that is Policy.

In a truly Honorable Society, the Leader's and the People's Laws and Policies are One and the Same. However, this is impossible. There will always be disagreements and criticism regarding the ideals involved, the decisions made, and the effects taken. This is the Nature of a Natural Society. One can always find an issue and the subsequent advocating or dissenting camps for it, regardless of any force involved. There were always be supporters and adversaries to any Law or Policy put in place by the Leader for Society. Yet, it is this Nature of Society that drives the Corruption of Leaders. The failure to recognize this Nature, acknowledge it, and adapt to it. A Leader may try to coerce this Nature into one's own Vision, but to do so is to disrupt Society itself. It is a dangerous path, with many unforeseen consequences. Wandering off course can lead to a slippery slope One cannot escape: Corruption. One must be wary when given such an extraordinary Duty to the People and Society that One does not forget the Leader's original intent. The Leader may be tasked with the preservation of Law and pursuit of Policy, but One's Ambitions should not supersede he People's own Well-Being. To put One's own interests before that of the People in spite of One's Duty is to descend into Corruption.

The World Union is profound in its own existence. It does not abide by the common notions of statehood or nationhood. It is instead bound solely by the existence of the People and the People's Union that is known as Society. Regardless of History, Blood, Relations, or Ambitions, the World Union exists so long as the People continue to exist. It is an entity that goes beyond any tangible concept. The World Union is an Ethereal Reality, an abstract idea held by all People. Eons from now, the People may change, the ideas and beliefs that formed the foundation of the World Union, and the rules and systems that govern it may change dramatically in that time. However, it will and shall always be the World Union until the absolute last of the People are extinguished.

If the World Union is such, One may question who would Lead the World Union if Corruption is inevitable. After all, if given Power, a Leader can always find a means to Corrupt that Power, turning Benevolence into Malevolence, Liberality into Tyranny. For such an answer, One must wield the Power of a Leader, yet must not be the Leader.

That answer is the Overseer. The Shepherd, the Sage, and the Sovereign of the World Union.

The Overseer deals neither in Law nor Policy, but Directive. The Overseer steers the Universal and Existential Principles and Ideals of the World Union, yet the Overseer's words and action are not indicative of the entire World Union. Nor should it be. The One True Purpose of the Overseer is to act as the Antagonist. In a Society where all Power lies with the Leader, there must be One who can challenge the Leader on equal footing, without compromising the integrity and stability of Society itself. Should the Leader fall to Corruption, the Overseer has the solemn Duty to eradicate the Leader to preserve the World Union and its People. Thus, the Overseer is beyond the reach of Society. The Overseer is an Otherworldly Force, always watching over. Like a Strict Father, a Caring Mother, a Beloved Friend, and an Innocent Child, the Overseer like the Leader of Society seeks nothing but the well-being of the People. Yet by all intents and purposes, cannot do so. That is the role of the Leader to fulfill. The Overseer has the whole of the World Union to carry out the Directive, yet cannot dictate the Laws and Policies that the People of Society have chosen for themselves, for the strength of the Overseer is from the People themselves, and not the system of Society that appoints Power to its Leader. Without the People, the Overseer is nothing more than a vague dream, unrealized and forgotten.

Beyond the One True Purpose of the Overseer, the Overseer is entrusted to preserve, maintain, and advance the World Union.

As the Shepherd, the Overseer establishes the Elementary Precepts to the People. The Overseer guides the Individual, realizing One's full potential and fulfilling the pinnacle of One's capabilities. The Overseer instills in the Individual core fundamental beliefs and ideas that the Individual shall use to Judge One's Experiences and Evaluate One's Actions.

As the Sage, the Overseer instructs the Common Process to the People. The Overseer introduces the methodologies, the stratagems, the systems and techniques to be utilized by Society so that all may benefit from Society's Labors to the fullest extent. The Overseer recognizes that Facts, Results, Logic, and Reason supersedes Beliefs, Opinions, Emotions, and Idealism, and that Society must above all else do what Works Best, not as what Works Right.

As the Sovereign, the Overseer bestows the Universal Standard to the People. The Overseer confers upon the Leader of Society the knowledge, wisdom, experience, and direction to fulfill One's Duty to the People. The Overseer mentors the Leader in One's Duty, ensuring that both Leader and People are All and One in their pursuit of World Union, that their new World Union is preserved, and that the World Union prospers far into the future under their Directive.

This is the Overseer's Directive. Not to be the Leader, but to be the Leading Figure. A Figure that both the People and the World Union may look to for guidance against the forces of Corruption that threatens to tear the World Union apart. Yet that guidance must not lead to blind idolatry. The Overseer must be seen purely by the Directives One has given. It is paramount then that the Overseer is seen not as One with a Body but as One with an Ideal. The Overseer in both Title and Position is, by all means, nothing more than the Ideal. Although there may be a Person with the Duty of Overseer, the People must not look to the Person that holds the Duty of Overseer, but the Position of the Overseer itself. This sets the Overseer apart from any Leader of Society. Anonymous, Mysterious, Unseen, and Unspoken. The Overseer's Duty is carried out in Shadow. Only the Overseer's actions may speak for the Overseer itself, allowing the One with the Duty of Overseer to carry out the Overseer's Duty with a clear path ahead, intruded not by the petty squabbles that may accompany the prolific figures of that of a public Leader, but only by the satisfaction or lack thereof of the People that so gives the Overseer One's Strength and Tenacity to combat Corruption and those that enable its spread.

Behind the Silver Mask, behind the Gray Curtain, behind the backdrop of the World Stage, the Overseer pulls the strings that keep the World Union alive. Its Leaders may fill the Stage with joy and humor, despair and tragedy, all playing under the Overseer's Directive, but ultimately the People is what the Overseer performs for, for there would be no World Union without the People to support.
